1. Introduction

These Terms of Service ("Terms") govern your access to and use of the "AniPas" mobile application and its associated web-based components (collectively, the "Application"), published by "Center for Agricultural Services" SNCO of the Ministry of Economy of the Republic of Armenia (hereinafter "CAS SNCO", "we", "us", or "our"). By downloading, installing, accessing, or using the Application, you acknowledge that you have read, understood, and agreed to be bound by these Terms. If you do not agree, you must not use the Application.

2. Purpose of the Application

"AniPas" is the official animal registration and identification system of the Republic of Armenia. The Application supports the lawful identification, registration, movement tracking, vaccination records, health monitoring, and slaughter records of agricultural animals in the Republic of Armenia, in accordance with the legislation of the Republic of Armenia, which makes registration of agricultural animals mandatory.

3. User Categories and Access Levels

The Application supports three categories of users with distinct access rights:

  • Government employees — authorized officials of CAS SNCO and the Ministry of Economy of the Republic of Armenia, with credentials issued through the "AniPas" system.
  • Farmers — registered agricultural producers with credentials issued through the "AniPas" system.
  • Citizens (public users) — any person who may access publicly available information without authentication, primarily by scanning the QR code of an animal ear tag, a Form 1 veterinary form, or a Form 5 slaughterhouse form.

The Application does not provide self-registration. Authorized access to the non-public sector is granted only to existing users of the "AniPas" system through the official enrollment process administered by CAS SNCO.

4. Functionality

4.1. Public Functionality

Citizens may scan QR codes printed on animal ear tags, Form 1 veterinary documents, or Form 5 slaughterhouse documents to view non-confidential information about a registered animal, including identification, vaccination history, movement history, and slaughter information, where applicable and permitted by law.

4.2. Authorized (Non-Public) Functionality

Authenticated users may access additional functionality, which includes — depending on their role — animal registration, farm registration, recording of animal movement, vaccination, health information, and other operations required by Armenian legislation.

5. User Obligations

When using the Application, you agree to:

  • Comply with all applicable laws and regulations of the Republic of Armenia.
  • Use the Application solely for its intended lawful purposes.
  • Provide accurate, current, and complete information when entering data into the system (where authorized).
  • Maintain the confidentiality of your authentication credentials and not share them with any other person.
  • Promptly notify CAS SNCO of any unauthorized use of your account or any other breach of security.

6. Prohibited Conduct

You must not:

  • Use the Application in any way that violates Armenian law or any applicable regulation.
  • Attempt to gain unauthorized access to any portion of the Application, server infrastructure, databases, or accounts of other users.
  • Reverse engineer, decompile, disassemble, or otherwise attempt to derive the source code of the Application, except where permitted by mandatory law.
  • Submit false, misleading, or fraudulent information to the Application.
  • Interfere with, disrupt, or impose an unreasonable load on the infrastructure of the Application.
  • Use any automated means (including bots, scrapers, or crawlers) to access the Application without prior written authorization from CAS SNCO.
  • Use the Application to harvest, collect, or aggregate information about other users or animals beyond the lawful scope of access.

7. Intellectual Property

All intellectual property rights in and to the Application — including but not limited to software, source code, databases, trademarks, logos, design, text, graphics, and the "AniPas" name — are owned by or licensed to CAS SNCO and the Republic of Armenia. No right or license is granted to you other than the limited, non-exclusive, non-transferable, revocable right to use the Application for its intended purpose in accordance with these Terms.

8. Accuracy of Information

The Application displays information drawn from the official "AniPas" animal identification and registration system. While CAS SNCO takes reasonable measures to ensure that data is accurate and up to date, the information is provided for informational purposes. The official records held by CAS SNCO constitute the authoritative source.

9. Service Availability

CAS SNCO does not guarantee that the Application will be uninterrupted, error-free, or continuously available. The Application may be temporarily unavailable due to maintenance, technical issues, or events beyond our reasonable control. We reserve the right to modify, suspend, or discontinue the Application or any part of it at any time, with or without notice.

10. Limitation of Liability

To the maximum extent permitted by the legislation of the Republic of Armenia, the Application is provided on an "as is" and "as available" basis. CAS SNCO shall not be liable for any indirect, incidental, special, consequential, or punitive damages, or any loss of profits or revenues, whether incurred directly or indirectly, arising from your use of or inability to use the Application.

11. Modifications to the Terms

CAS SNCO reserves the right to modify these Terms at any time. Any material changes will be communicated through the Application. Continued use of the Application after the effective date of revised Terms constitutes acceptance of the changes.

12. Suspension and Termination

CAS SNCO may, at its sole discretion, suspend or terminate your access to the Application — in whole or in part — if you breach these Terms, applicable law, or for legitimate operational, technical, or security reasons.

13. Governing Law and Jurisdiction

These Terms are governed by and construed in accordance with the laws of the Republic of Armenia. Any dispute arising out of or relating to these Terms or the Application shall be subject to the exclusive jurisdiction of the competent courts of the Republic of Armenia.

14. Third-Party Platform Terms

Your use of the Application may also be subject to the terms of the platform from which the Application was downloaded, including the Apple App Store and the Google Play Store. In the event of a conflict, the platform terms apply only to your relationship with the platform provider and do not affect your relationship with CAS SNCO under these Terms.
